Overview
In 1988, the Michigan Legislature enacted Public Act 511 (PA511 of 1988), commonly referred to as the "Community Corrections Act", in response to prison and jail over crowding. The act enabled local advisory boards to design, implement and evaluate corrections programs for non-violent offenders who would otherwise be incarcerated in state prisons or local jails.
The Office of Community Corrections within the Michigan Department of Corrections (MDOC) awards annual grant funding in support of programs to communities based on a comprehensive plan detailing local trends and needs. The act stipulates that the advisory boards responsible for the plan include policy makers and key representatives from the criminal justice system, human services network, and the community at large. The act requires annual approval of the plan by the legislative arm of the sponsoring communities.

The Muskegon County Community Corrections Advisory Board (CCAB) has a mission to design, implement, monitor, assess and evaluate community corrections programs in Muskegon County with the following objectives:

Community Corrections seeks to provide appropriate, cost effective sanctions and services to the Criminal Justice System, for non-violent, low-risk offenders, as an alternative to jail and prison.
