Note: Public Participation - Persons may address the Commission during the time set aside for Public Participation or at any time by suspension of the rules. Comments shall be limited to two minutes for each participant, unless time is extended prior to the public participation period by a vote of a majority of the commission.
The Community Development/Strategic Planning Committee met on November 20, 2008 and it was recommended and I move:
CD/SP08/11 - 27 To authorize the purchase of the property offered by the YMCA with a contribution of $300,000 from the Public Improvement Fund and authorize payment once the Rotary Club has contributed the planned $900,000 with the intent that this property would be solely deeded in the name of the County of Muskegon.
CD/SP08/11 - 28 To approve GR Imagining to supply and install the 3 project/client identification signs for the Muskegon County Business Park - North project for their quote of $10,610 and to approve staff to quote the electrical installation and the tree clearing necessary for the project sign at Whitehall Road and Agard Road and to hire the electrical and tree clearing contractors with the lowest responsible quote with the costs being paid by the Muskegon County Business Park - North fund, 4150-4151, and with EDA participation at 50% of the cost.
CD/SP08/11 - 29 To authorize staff to investigate purchase of one 3/4 ton heavy duty pickup truck with snow plow, towing package, extended cab and four wheel drive for the Parks or to advertise for bids for a new vehicle if a suitable used vehicle cannot be located, with costs being paid in party by insurance and in part by retained earnings from fund 2080-0691.
CD/SP08/11 - 30 To direct the County Administrator to review land use of south campus property south of Facilities Management building for use by Veterans’ Center/Veterans’ Affairs.
The Transportation Committee met on November 20, 2008; it was recommended, and I move:
TR08/11-43 To award the bid for Muskegon Area Transit System cylindrical riding floor scrubber to Hull Lift Truck, Inc. for a price of $19,995.00.
TR08/11-44 To direct the Transit System staff to review the previous transit study and prepare a report including cost of route changes to accommodate riders to and from the colleges, work training centers, and the Sternberg Road area during evening hours.
The Ways and Means Committee met on November 18, 2008, it was recommended, and I move:
WM08/11 - 172 To approve payment of the accounts payable of $5,072,171.35 covering the period of November 1, 2008 through November 12, 2008, as presented by the County Clerk.
WM08/11 - 173 To approve that the narrative on the County’s short-term initiatives and non-financial goals and objectives be included in the FY2009 budget document that will be submitted to the Government Finance Officers Association for consideration for the Distinguished Budget Presentation Award.
WM08/11 - 174 To adopt the amendment of the 2008 Apportionment Report as prepared and submitted by the Muskegon County Equalization Department.
WM08/11 - 175 To reappoint Joyce deJong, DO, through Sparrow Hospital, to the Chief Medical Examiner post for Muskegon County from January 1, 2009 through December 21, 2012 at a cost of $312,763 for 2009, $322,146 for 2010, $331,810 for 2011 and $341,764 for 2012 and authorize the County Board Chair to sign the affiliated contract.
WM08/11 - 176 To authorize the Prosecutor to submit a contract application to the State of Michigan, Department of Human Services for the purpose of receiving partial reimbursement function of the office, in the amount of $51,228 and to amend the County’s FY09 budget to reflect the new contract amount and to approve the necessary position transfers effective January 1, 2009.
