The Courts/Public Safety Committee met on June 3, 2008, it was recommended and I move:

CPS08/06 - 21 To authorize the Prosecutor to apply for the Gang Prevention Coordination Assistance Program grant from the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention in the amount of $200,000.

CPS08/06 - 22 To authorize the Prosecutor to apply for the Edward Byrne Memorial Competitive Grant Program from the U.S. Department of Justice, in the amount of $119,318.

CPS08/06 - 23 To waive the hiring freeze and allow the Sheriff’s Office to fill the vacant Captain position #C01001.

CPS08/06 - 25 To authorize the creation of a Jail Population Coordinator position, contingent upon the State Office of Community Corrections approval, for the Sheriff’s Department, funded through the Community Corrections budget with a salary range of $40,385 - $51,095 (NX00210).

CPS08/06 - 26 To accept the Homeland Security Grant Program Intergovernmental Agreement between the West Michigan Shoreline Regional Development Commission and the County of Muskegon on behalf of the Sheriff Department/Emergency Services, and direct the Board Chair and appropriate staff to sign the agreement.

CPS08/06 - 27 To authorize the Circuit Court, Family Division, to enter into a contract with Newaygo County Community Services to community based adolescent support services in an amount not to exceed $50,000 effective July 1, 2008, through September 30, 2008, and to be renewed on October 1, 2008, through September 30, 2009, at a cost of $200,000.

The Human Resources Committee met on June 3, 2008, it was recommended and I move:

HR08/06 - 43 To authorize the Community Mental Health Services of Muskegon County Director to contract with Lutheran Social Services of Michigan for the provision of Specialized Residential Services at the Northridge Home at a rate of $161.85 per diem, effective October 1, 2008 through September 30, 2009, with an annual cap not to exceed $413,527.00.

HR08/06 - 44 To authorize the Health Department to increase the Lead Test capillary draw fee from $18.00 to $22.00 effective June 15, 2008.


The Ways and Means Committee met on June 5, 2008, it was recommended, and I move:

WM08/06 - 84 To approve payment of the accounts payable of $3,830,164.20 covering the period of May 14, 2008 through May 30, 2008, as presented by the County Clerk.

WM08/06 - 85 To appoint Deborah Groeneveld as employer delegate and Kristen Wade as employer alternate to the 2008 Municipal Employees Retirement System (MERS) annual meeting and the cost of attending for the employer and employee delegates and alternates be paid from the Risk Management Fund.

WM08/06 - 86 To accept the 2008-2009 renewal rate from Delta Dental Plan of Michigan, which is $55.48 for group 2993-001 effective July 1, 2008.

WM08/06 - 87 To approve the Summer Tax Collection Bond from 7/1/08 through 3/31/08 with Hanover Insurance Company in the amount of $6,094.00.

WM08/06 - 88 To approve a Resolution of Intent to issue up to $20,000,000 in revenue bonds (through the Michigan Municipal Bond Authority) by the Muskegon County Wastewater Management System for the purpose replacing 3 miles of 66 inch PCCP piping. This bond issue is subject to a 45 day referendum period and must be published in the Muskegon Chronicle in large point type and take up no less than one-quarter of the page upon which it appears. The notice must be run as a display. Further, authorize the County Clerk to sign the document.

WM08/06 - 89 To award the Food Management Services (RFP 08-1600) contract to Canteen Services, Inc., with a first year contract price for the Jail in the amount of $380,656.80, for the Juvenile Detention Center in the amount of $55,906.76, for CMH - Brinks in the amount of $18,792.00 and for Child Haven in the amount of $33,574.00.

WM08/06 - 90 To approve the reclassification of the Help Desk Technician Position N38001 to Information Technician I, and to approve to waive the hiring freeze for the Information Systems Technician I position, so that the department can fill the position through the current posting procedures set forth in the personnel rules.

WM08/06 - 91 To waive the hiring freeze to allow the Equalization Department to fill Clerk II position #G20040 that will become vacant soon.

WM08/06 - 92 To authorize settlement in the case of Jason Smith vs. County of Muskegon in the lump sum amount recommended by corporate counsel.
