The Courts/Public Safety Committee met on April 1, 2008, it was recommended and I move:
CPS08/04 - 09 To accept the contract between the Muskegon County Prosecutor and the State of Michigan, Department of Human Services, effective January 1, 2008 through December 31, 2010, which provides for legal representation for Muskegon County neglect and abuse cases at a rate of $90.00 per hour, not to exceed $40,824.00 annually and to authorize submission of a contract amendment at a later time which would increase the number of contract hours from 2,160 ro 4,000 which would increase our possible reimbursement to a maximum of approximately $75,600.
CPS08/04 - 10 To adopt the Contract for Private Legal Representation in Personal Protection Order Cases which provides for a per case flat fee of $100.00 and that the Prosecutor be authorized to retain an attorney under this contract.
CPS08/04 - 11 To grant permission to the Sheriff’s Office to purchase from Sportfishermans Centers a 2008 Honda 225XL outboard motor and installation for $17,949.00, to be paid from the Marine Fund.
CPS08/04 - 12 To waive the hiring freeze and allow the Sheriff’s Office to fill the vacant Lead Custodian position #G48002.
CPS08/04 - 13 To authorize the Sheriff’s Office to change the fee for deputy special duty services to $50.00 per hour and the inmate work release to $100.00 per week.
CPS08/04 - 14 To authorize the Sheriff’s Office to accept the Marine Safety Grant marine patrol operations in the amount of $92,295 for January 1, 2008 to December 31, 2008 and to accept the equipment grant in the amount of $17,949.00 and amend the budget.
CPS08/04 - 15 To approve and authorize the Board Chair to sign the amendment to the 2008 Friend of the Court Cooperative Reimbursement Program contract in the amount of $200,452.00.
The Human Resources Committee met on April 1, 2008, it was recommended and I move:
HR08/04 - 18 To authorize the Health Department to reclassify the Community Nutrition Specialist position X19504 to a Community Nutrition Counselor position (NX 00210, $40,385 - $51,095) and to establish a Community Nutrition Specialist - Hourly position (NX00100, $33,399 - $42,326) with no increase in the general fund appropriation.
HR08/04 - 19 To authorize the Health Department to amend its FY08 budget (revenue and expenditures) from $6,934,745 to $6,512,240 to include grant funding changes, program line item adjustments, and staff/funding transfers with no change in the general fund appropriation.
HR08/04 - 20 To reclassify an existing Brookhaven 4/5 RN Supervisor position N63004 into a full-time RN Case manager position.
HR08/04 - 21 To authorize Brookhaven Medical Care Facility to change the titles of two open budgeted Nursing Assistant positions (AO45B7 and AO45X6) into two (2) new Restorative Nursing Assistant positions.
HR08/04 - 22 To reclassify the Community Mental Health budgeted position number X17401 from Clinical Services Manager to Clinical Services Supervisor II, and budgeted position number X53315 from Master Level Clinician to Clinical Services Supervisor II, effective April 14, 2008.
HR08/04 - 23 To authorize the Community Mental Health Director to contract with Hackley Health Ventures, Inc. for the dispensing and management of medications for the uninsured and the provision of two Clozaril/Clozapine Clinics for individuals receiving services from the CMH Brinks Residence, Assertive Community Treatment (ACT) program, and individuals receiving CMH Clinic services. This contract shall be effective from April 1, 2008 through September 30, 2009 with a value of up to $90,000.00.
HR08/04 - 24 To authorize the Community Mental Health Director to amend its contract with Disability Connection Inc., to include the provision of Supported Employment Long Term Follow-Up services at a rate of $9.25 per 15 minute unit, effective February 1, 2008 with an increase in their annual cap not to exceed $500.00.
HR08/04 - 25 To authorize the Community Mental Health Services of Muskegon County Director to sign a contract with NAPPI International, effective March 18, 2008 through September 30, 2009, in the amount of $13,600.00 for the purchase of two hundred (200) participant manuals and the re-certification training of trainers in June 2008 and June 2009.
HR08/04 - 26 To amend the Community Mental Health (CMH) FY2008 Budget proposed to the County of Muskegon from $72,928,806 up to $73,287,336 for revenues and from $73,454,005 up to $73,637,088 for expenditures, to approve CMH personnel position changes listed on the CMH Budget Amendment, and approve use of Adult Benefit Waiver Fund balance and/or the Internal Service Fund to cover any revenue shortfalls.
HR08/04 - 27 To authorize Community Mental Health to accept funding from the Department of Housing and Urban Development for rental assistance and administrative costs in the amount of $99,112 through the 2007 HUD SuperNofa, Continuum of Care Program for permanent supportive housing with CMH providing $91,000 in supports as the in-kind match.
HR08/04 - 28 To authorize Community Mental Health to accept funding from the Department of Housing and Urban Development for rental assistance and administrative costs in the amount of $15,989 through the 2007 HUD SuperNofa, Continuum of Care Program for permanent supportive housing with CMH providing $14,370 in supports as the in-kind match.
HR08/04 - 29 To authorize the Community Mental Health Director to apply for PATH (Projects for Assistance in Transition from Homelessness) grant funds through the McKinney Homeless Assistance Act to provide services to persons with mental illness as well as individuals with co-occurring substance use disorders, who are homeless or at immanent risk of homelessness.
HR08/04 - 30 To authorize the Community Mental Health Director to release a Request for Proposal (RFP) to operate the Northridge AFC Home, effective October 1, 2008.
HR08/04 - 31 To authorize the Community Mental Health (CMH) Director to sign the Memorandum of Understanding with Pioneer Resources for the provision of supportive services to people who would live at Pioneer’s proposed housing development for people receiving CMH or West Michigan Therapy services.
The Ways and Means Committee met on April 3, 2008, it was recommended, and I move:
WM08/04 - 59 To approve payment of the accounts payable of $4,525,203.67 covering the period of March 12, 2008 through March 28, 2008, as presented by the County Clerk.
WM08/04 - 60 To accept and place on file the Single Audit report for the fiscal year ended September 30, 2007, as presented by Finance and Management Services.
WM08/04 - 61 To authorize Cynthia VanEtten, Account Clerk II, to purchase two (2) years, nine (9) months of generic service credit at a cost of $27,213 as provided by the MERS Plan Document and in keeping with the County policy regarding purchase of generic service credit with 100 percent of the total actuarial cost being paid by the employee.
