AMERICAN DISABILITY ACT POLICY FOR ACCESS TO OPEN MEETINGS OF THE MUSKEGON COUNTY BOARD OF COMMISSIONERS AND ANY OF ITS COMMITTEES OR SUBCOMMITTEES

The County of Muskegon will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered at the meeting, to individuals with disabilities who want to attend the meeting upon 24-hours notice to the County of Muskegon. The Community Development/Strategic Planning Committee of January 24, 2002, recommends and I move to:

CDSP-02/1-1 Approve the Cross-Lake Ferry Confidentiality Agreement for a period of six months from February 14, 2002 through August 14, 2002, with clarifying language that the Agreement does not limit ability to continue discussions with potentially competing ferry services, such as Ludington.

CDSP-02/1-2 Approve the sale of lots #14 and #15 in the Muskegon County Airport Business Park to Bottling Group, LLC for the amount of $228,000.

CDSP-02/1-3 Approve a lease agreement with the U.S. Coast Guard as outlined for the hangar facility located at 685 Airport Road and further authorize a Chairman to execute the agreement once prepared. The lease would be effective January 24, 2002 through September 30, 2003 at $1500 per month.


The Courts and Public Safety Committee met on February 5, 2002; it was recommended, and I move to:

C/PS02/2-7 Approve the Sheriff’s Department request to purchase the ORV from Jerry Grow’s Honda for $4,687.00.


The Human Resources Committee met on February 5, 2002; it was recommended, and I move to:

HR02/2-7 Authorize the Human Resources Department to lay off the following positions effective March 1, 2002: N57007 Public Health Educator and G23002 Community Health Representative and adjust the Health Department’s FY2002 budget for revenues and expenditures in the current budget revisions process with no increase in general fund.

HR02/2-8 Authorize the Chairman of the Muskegon County Board of Commissioners to sign the agreement with the City of Muskegon to provide no less than 20 hours of an Animal Control Officer to enforce the city’s animal control ordinances and other state and county laws/ordinances.

HR02/2-9 Authorize the Director of Health and Community Resources to sign an agreement with the Domestic Violence Committee of the Violence Collaborative in conjunction with Western Michigan Legal Services to provide the Botvin Life Skills program to Muskegon County Public Middle School classes.

HR02/2-10 Authorize the Director of Health and Community Resources to sign a letter of agreement with Child & Family Services of Muskegon to provide smoking cessation classes to the Muskegon area youth at a rate of $50 peer class up to $3,200.

HR02/2-11 Authorize the CMH Director to solicit and contract with any willing and qualified provider of medical community living and support services for the period extending through 9/30/02.

HR02/2-12 Authorize the CMH Director to contract with Cyracom International for the delivery of translation and interpretation services for the period extending through 9/30/03 and authorize expenditure for fiscal year 2001/2002 not to exceed $500.00.

HR02/2-13 Approve sending out a Request for Proposal for collection agency services for the period of April 15, 2002 through September 30, 2003.

HR02/2-14 Authorize the CMH Director to complete contracts for 01/02/02 through 09/30/02 with vendors/providers for authorized services and rates as listed on the attached.

HR02/2-15 Amend the Mental Health FY01/02 budget authorized by the county of Muskegon from $37,631,663 up to $38,196,015 for revenues, and from $37,511,163 up to $38,095,515 for expenditures, and approve CMH personnel changes listed on the enclosed CMH Budget Amendment attachment.


The Ways & Means Committee of February 7, 2002, recommends and I move to:

WM02/2-13 Approve payment of the accounts payable of $7,787,731.04 covering the period of January12, 2002 through January 25, 2002, as presented by the County Clerk.

WM02/2-14 Approve increase in petty cash from $100 to $400 for the Drain Commission.

WM02/2-15 Authorize the Register of Deeds to accept the proposal from Eagle computer systems and to purchase supportive hardware and peripherals for a Records Indexing and Imaging System in an amount not to exceed $320,000.

WM02/2-16 Authorize the County Clerk to accept the proposal from Eagle Computer Systems and to purchase supportive hardware and peripherals for a Records Indexing and Imaging System in an amount not to exceed $177,000.

WM02/2-17 Accept the bid for two new vehicles from Don Rypma at a cost not to exceed $30,000 for the Equalization department.

WM02/2-18 Authorize Central Services to accept the proposal from Xerox Corporation to lease/purchase a high speed digital printer/duplicator for a five-year lease agreement at $3,557.70 per month.

WM02/2-19 Authorize Central Services to accept the proposal from Xerox Corporation to lease a color copier for a three-year lease agreement at $692.15 per month.

WM02/2-20 Approve the Master Plan for the Meinert/Pines area.

WM02/2-21 Accept the grant from the Michigan Department of Natural Resources through the Michigan Natural Resources Trust Fund for renovations at Blue Lake County Park for $115,200 with local cost-share of $64,800 from budgeted Park funds, for a total project cost of $180,000.

WM02/2-22 Accept the proposal from Cornelisse Design Associates, Inc. for design and engineering services for the Blue Lake County Park renovation project with a not-to-exceed cost of $21,000.

WM02/2-23 Authorize the payment of $2,882 for repairs to the 21-foot Hazmat trailer to Monroe Custom Campers from the Hazmat general equipment fund.

WM02/2-24 Grant a conservation easement for county-owned land along Ryerson Creek north of the Brookhaven Medical Care Facility for approximately 3.1 acres to the Muskegon Conservation District.

WM02/2-25 Write letters of support for the Zemke House Renovation project as proposed by the Muskegon County Museum.
